Abstract

The purpose of this research is to analyze process of implementing self-declared halal certification and the obstacles in implementing halal product guarantees in Kudus Regency. The type of research conducted by researchers is empirical juridical with a descriptive qualitative approach. The research data sources used come from primary and secondary data sources. Primary data sources come from observation, interviews, and documentation. While secondary data sources come from books, articles, websites and other libraries. Based on the research results, it can be seen that the implementation of self-declared halal certification has been able to increase the development of halal certification for micro and small business actors in Kudus Regency. However, in practice it is inseparable from problems that can ultimately hinder, namely skills in accessing digital information, updating electronic systems, lack of public knowledge, lack of guidance and training (bimtek) and lack of supervision. It is this obstacle that ultimately causes ineffectiveness between the implementation of self-declared halal certification and several regulations related to halal product guarantees.
