Abstract


Bullying in educational institutions remains a serious challenge that threatens children’s rights and undermines the creation of safe and inclusive learning environments. Despite the enactment of the Regulation of the Minister of Education, Culture, Research, and Technology Number 46 of 2023 on the Prevention and Handling of Violence in Educational Settings, many schools face difficulties in its practical implementation, particularly due to limited legal understanding and the absence of structured legal assistance. This community service program aims to strengthen schools’ capacity in handling bullying cases through a comprehensive legal assistance approach at SMK Muhammadiyah Ungaran. The program employed an educational, participatory, and collaborative method involving students, teachers, parents, and school management. Activities included legal education, interactive simulations, the establishment of the Violence Prevention and Handling Team (TPPK), and the development of Standard Operating Procedures (SOPs aligned with statutory provisions. The results indicate significant improvements in legal literacy, institutional readiness, and procedural accountability within the school environment. Structurally, the school now possesses a functional TPPK, standardized reporting mechanisms, and legally grounded SOPs. Culturally, students demonstrate increased courage to report bullying, while teachers show greater responsiveness and legal awareness. This program confirms that legal assistance is not merely complementary but constitutes a fundamental element in bridging the gap between regulatory norms and school-level practices. The legal assistance model developed through this program can serve as a replicable framework for other educational institutions in strengthening child protection and restorative justice-based bullying prevention.
